I undrstand that this is a type 1 system and that e(t) = 1/Kv and that neither K or a can = 0 but I

I undrstand that this is a type 1 system and that e(t) = 1/Kv and that neither K or a can = 0 but I am unsure how to even solve for those two variables. I have tried constructing a Routh Table to find them but the denominator doesn't contain either of those variables so that doesn't work. Any help would be amaing, thank you.
